Welcome to the latest edition of the Sisvel Insights weekly round-up, aggregating news stories, analyses and data points affecting the SEP world that have caught our eye over the past seven days.

US patent holders should have greater access to injunctive relief – this was the message of a joint DoJ-USPTO statement of interest filed on Friday in Collision Communications v Samsung, a cellular patent infringement suit being heard in the Eastern District of Texas.

It is the second time in less than a year that the executive branch has urged a US district court to reconsider longstanding approaches that have made patent injunctions rare in the United States.

Back in June 2025, the same agencies intervened in the (since settled) Radian v Samsung case to argue that patent plaintiffs, including NPEs, may face irreparable harm from infringement. In November, the USPTO filed a comment in an ITC investigation underlining the public interest in robust patent remedies.

“The incentive to innovate at the heart of the Patent Act is undermined when the availability of injunctions to block infringement is unduly limited,” the latest DoJ/USPTO brief states. It adds that the patentee’s right to exclude “has its roots in the Constitution” and notes that injunctions can encourage negotiations between parties and out-of-court resolutions.

With the administration’s stance continuing to develop, patent owners appear ready to test the waters for stronger US enforcement. It remains to be seen how receptive the courts will be.

Elsewhere, Nokia surprised many observers by agreeing for a UK court to set both the interim and final terms of a global licence with Paramount and Warner Bros covering video technologies. In a statement, the Finnish company reiterated that no court should set a global rate without the consent of both parties. In this case, all parties are on board. However, this is not true of Nokia’s UK disputes with Acer and Asus, which remain under appeal.

In other news, ZTE defeated FRAND antitrust claims brought against it by Samsung in Germany; while commentators discussed the significant implications for the global licensing market if Wilus succeeds in its bid for a groundbreaking US SEP injunction.
